PAY RATE: Maximum salary set by City Ordinance $23.05/hr, pay rate as determined by
experience and qualifications
FLSA STATUS: Non-exempt

Distinguishing Characteristics
Laborers in the Sanitation Department are responsible for the day-to-day activities and operation of solid waste collection and disposal for the City of Charlestown. Laborers may be hired at full time or part time status depending on departmental staffing needs. Pay rates are dependent upon the skill level, knowledge, experience, and education of the laborer according to the following scale:
- Class A Laborer – Team Leader
- Extended experience in sanitation services
- Assists Director with training and supervision of daily assignments for laborer teammates
- May serve as acting supervisor in the absence of the Director
- Must demonstrate ability to operate all departmental equipment, trucks, lifts, and must obtain and maintain appropriate licenses for such equipment including possession of a valid Indiana Commercial Driver’s License (CDL) with an air brake endorsement and a safe driving record.
- Must demonstrate ability to instruct others in the use of all equipment required for regular work performance.
- Demonstrates a thorough knowledge of all sanitation routes, procedures, and common practices.
- Class B Laborer – Intermediate
- Moderate experience in sanitation services.
- Must obtain and maintain appropriate licenses for operating department equipment including possession of a valid Indiana Commercial Driver’s License (CDL) with an air brake endorsement and a safe driving record.
- Ability to operate truck mechanisms for lifting, dumping, and setting trash receptacles down and to perform manual labor when needed to collect miscellaneous items.
- Demonstration of a willingness to learn and advance in levels of employment is anticipated
- Class C Laborer – Entry Level and/or Part Time
- Minimal or no experience in sanitation services
- Possesses a strong willingness to learn the functions and responsibilities of solid waste collection systems.
- Must obtain and maintain appropriate licenses for operating department equipment including possession of a valid Indiana Commercial Driver’s License (CDL) with an air brake endorsement and a safe driving record, or at minimum is expected to begin the process of required license certifications and work actively toward those goals
- Demonstrates a strong sense of motivation, problem solving skills, and is a self-starter
- Demonstration of a willingness to learn and advance in levels of employment is anticipated
Essential Duties and Responsibilities
The duties listed below illustrate the variety of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar and related to the distinguishing characteristics of the position.
- Provide daily service for the Charlestown Sanitation Department and ensure that all activities are handled in an efficient, timely, customer-focused manner. This requires driving/riding along in collection trucks, lifting objects into the trucks, operating manual and automated collection systems, and other duties associated with waste collection.
- Monitor collection and disposal of solid waste, green waste, and other waste items for all city customers on required electronic tracking systems.
- Assist in the regular maintenance and evaluation of department equipment for cleaning, repair, or replacement.
- Initiate appropriate action to solve valid customer complaints at the direction of supervisor.
- Prepare and submit various reports of activities and progress to supervisor as instructed
- Maintain inventory of equipment and supplies and assist in the repair of damaged equipment or delivery of new equipment to customers as needed.
- Perform other duties as assigned.
Qualifications
- Ability to make practical application of city/department policies and procedures and applicable EPA and OSHA safety policies and procedures.
- Knowledge of the current practices, methods, and techniques involved in the operation of a public solid waste disposal department.
- Ability to use independent judgement and personal initiative in a fast-paced, rapidly changing environment while using clear and accurate oral and written communication and exceptional organization skills.
- Use of personal computer equipment and software appropriate for position; to read maps and perform mathematic calculations; assist with planning of pick-up routes, repair, expansion, and maintenance projects.
- Ability to use a high degree of tact, diplomacy, and discretion in communicating effectively with contractors, consultants, citizens, community leaders, and local, state, and federal officials during varied situations and circumstances, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
- Education and experience as determined by the Mayor – A desirable way to demonstrate the required knowledge, skills, and abilities for this position includes possession of a combination of formal education, certifications, and experience related to solid waste operations.
- Possession of a valid Indiana driver’s license and the ability to maintain insurability under the city’s vehicle insurance policy; possession of a valid Indiana Commercial Driver’s License (CDL) with an air brake endorsement and a safe driving record. (Must be able to pass employment drug and alcohol tests.)
- Ability and/or proper licensing to operate a variety of machinery, equipment, and vehicles.
Physical Demands
The Sanitation Laborer preforms a variety of duties, which are broad in scope and impact, in both indoor and outdoor environments in varying weather conditions. The Sanitation Laborer is exposed regularly to a moderate amount of dust, dirt, noise, fumes, odors, and extreme hot/cold temperatures that require constant awareness of appropriate safety precautions to ensure against injury. Long periods of standing or walking some distance and lifting of heavy objects are often required.
