JOB DESCRIPTION:

Position Summary:
The YouthBuild Program Manager will provide overall leadership for the Southern Indiana Works YouthBuild grant. This position is responsible for program design, grant compliance management, and coordination of all YouthBuild activities in alignment with required performance indicators. The Program Manager oversees grant partnerships, budget, and reporting throughout the grant's planning, active program, and follow-up periods. This position is funded through the U.S. Department of Labor YouthBuild grant and is contingent upon availability and continuation of grant funding. Employment is expected to continue through the current grant period which ends October 31, 2029, and any approved extensions or continuations, subject to satisfactory performance and organizational needs.

 

Key Responsibilities:

  • Oversee all aspects of the Southern Indiana Works YouthBuild grant, providing overall program leadership and direction
  • Maintain YouthBuild subject matter expertise for the region by staying up to date on guidance and participating in local, regional, and federal trainings
  • Finalize and maintain program partnerships; meet with partners on a regular basis
  • Develop and implement grant program policies and procedures
  • Coordinate and actively participate in outreach and recruitment efforts to identify eligible participants
  • Coordinate participant schedules and activities with partner organizations
  • Review partner activity to ensure quality and consistency of service delivery
  • Manage program budget and expenditure monitoring and timelines across the grant planning, active program, and follow-up periods
  • Ensure grant compliance and quality assurance across all program components including data quality and performance reporting
  • Oversee monitoring and evaluation of SIW YouthBuild program for compliance, performance, and data integrity. Monitor participant outcomes and program performance against required indicators
  • Complete and submit quarterly and final narrative and data reports to SIW Board of Directors and the U.S. Department of Labor
  • Coordinate with the Business Services Team on employer engagement and Registered Apprenticeship partnerships
  • Represent SIW in external engagement with community partners, stakeholders, and U.S. Department of Labor
  • Perform additional responsibilities as assigned by the President and Vice President


Required Qualifications and Skills:

  • Bachelor’s degree required; advanced degree preferred.
  • Strong working knowledge of Microsoft Office Suite, Windows OS, and general IT systems.
  • Excellent written, verbal, and interpersonal communication skills.
  • Demonstrated experience with workforce development programs and policies.
  • Proven ability to manage multiple projects, meet deadlines, and work independently. Project management experience preferred.
  • Ability to manage multiple partner relationships, competing priorities, and deadlines.
  • High attention to detail and strong problem-solving skills.
  • Commitment to maintaining confidentiality and professional integrity.

 

Preferred Qualifications and Skills:

  • Experience with grant-funded workforce development programs, WIOA-funded programs or youth-serving programs
  • Familiarity with DOL YouthBuild program requirements or similar federal grant compliance frameworks
  • Project management experience
  • Candidates with lived experience relevant to YouthBuild’s purpose – such as individuals who have experienced housing instability or resided in low-income neighborhoods – are strongly encouraged to apply

 

ABOUT YOUTHBUILD:
YouthBuild is a U.S. Department of Labor (DOL)-funded program that prepares low-income, disconnected young people for success through education, occupational skills training, and leadership development. Southern Indiana Works' YouthBuild program combines construction training with academic instruction, counseling, and supportive services to help participants complete their education and enter high-wage careers, including Registered Apprenticeships, in construction.
